Family members of veterans would be entitled to the same leave afforded to family members of current military service members under an amendment to the Family and Medical Leave Act announced Monday.

Labor Secretary Hilda L. Solis, along with first lady Michelle Obama, said the Labor Department is proposing statutory amendments to FMLA that would allow a related caregiver up to five years of leave after the service member leaves the military. The current law, passed in 1993, affords this only to family members of those currently serving in the military.

The proposal also extends “qualifying exigency leave” to employees whose family members serve in the regular armed forces. Currently, this applies only to families of National Guard members and reservists.

“Keeping the basic promise of America alive means ensuring that workers, from our servicemen and servicewomen who keep us safe at home to the flight crews who keep us safe in the skies, have the resources, support and opportunities they need and have rightfully earned,” Solis said. “The proposed revisions announced today are an important step toward keeping that promise.”

Military caregivers, including those of veterans, will be allowed 26 workweeks of leave during a single 12-month period to care for a covered service member with illness or injury if the caregiver is an eligible employee and is the service member’s spouse, son, daughter, parent or next of kin. Under the proposed amendment, the leave allowance can apply to conditions that may not arise until after the veteran’s service.

The proposal also extends the amount of time an employee can take off work to spend with a service member who is on medical leave from five days to 15 days.

THE LAYOFFS: Medical device and drugmaker Abbott Laboratories said Wednesday it will lay off 700 employees as part of ongoing restructuring efforts.

THE RESULTS: Fourth-quarter net income rose 12 percent, as the blockbuster anti-inflammatory drug Humira continued to dominate the company’s performance with double-digit sales growth.

THE OUTLOOK: Abbott Labs, which is spinning off its branded drug business this year, issued 2012 profit estimates bracketing current Street estimates.

WASHINGTON – Medical device and drugmaker Abbott Laboratories reported a 12 percent increase in fourth-quarter profit Wednesday, as the blockbuster anti-inflammatory drug Humira continued to dominate the company’s performance with double-digit sales growth.

In October, Abbott surprised investors and analysts with the announcement that it would spin off its branded drug business, including Humira. Company executives said the split would allow investors to separately value Abbott’s businesses, which also include baby formula, generic drugs and medical implants.

Wednesday’s results highlighted the rationale for the split, with top-selling drug Humira dominating the company’s results, contributing $2.18 billion, or over 20 percent, of sales.

While Humira has been the key to Abbott’s growth, it has also a weighed on the company’s stock, overshadowing performance of its other businesses. The drug, which is used to treat psoriasis and rheumatoid arthritis, loses patent protection in 2016, and no obvious successor has appeared in the company’s pipeline. The split-up frees Abbott from the risks and obligations of developing innovative pharmaceutical drugs, leaving the company with a more predictable business built around nutritional formula, generic drugs and heart stents.

Abbott earned $1.62 billion, or $1.02 per share, up from $1.44 billion, or 92 cents per share, in the prior-year period. Excluding one-time items the company earned $1.45 per share, up from $1.30 in the same period a year earlier. Total company sales grew 4.1 percent to $10.38 billion.

Analysts polled by FactSet expect fourth-quarter earnings per share of $1.44 on revenue of $10.59 billion.

For 2012, the North Chicago, Ill., company expects to earn $4.95 to $5.05 per share, compared with the average analyst estimate of $5.02 per share.

TOKYO – Olympus Corp. will not be kicked off the Tokyo Stock Exchange, but the camera and medical device maker must pay a fine for covering up massive losses with false accounting, exchange officials said Friday.

Olympus will be monitored by the exchange as a security on “Alert” because significant improvements must be made in its internal control systems, it said in an emailed statement.

Olympus faced removal from the stock exchange following revelations of a scheme by the Tokyo-based company to hide 117.7 billion yen ($1.5 billion) in investment losses dating back to the 1990s.

The scandal came to light late last year after then-President Michael Woodford raised questions about huge payments for financial advice and expensive acquisitions of companies unrelated to the company’s mainstay businesses. Olympus first denied, then affirmed the allegations.

The TSE said that even though the deception was perpetuated over a long period, it “cannot be deemed to have caused significant misinterpretation of profit levels or performance trends” given the size of the company. “The improper accounting practices had generally no effect on sales or operating profit.”

Olympus was also slapped with a 10 million yen ($130,000) penalty because its actions damaged investor confidence in the stock market, the statement said, castigating the company for “using devious methods.”

WASHINGTON (NEWS.GNOM.ES) – U.S. healthcare spending barely rose in 2010 from record-low recession levels, as high unemployment and the loss of private health insurance forced many Americans to delay or forego medical treatment, government officials said on Monday.

Spending edged up 3.9 percent, bringing the total size of the U.S. healthcare system to $2.6 trillion, or $8,402 per person, according to a report released by the U.S. Centers for Medicare and Medicaid Services, or CMS, and published in the journal Health Affairs. Growth in 2010 was only a slim 0.1 percentage point higher than the 3.8 percent recorded in 2009, which was the lowest rate recorded in half a century. Per capita health spending in the United States is still the highest worldwide.

“It’s absolutely clear what’s going on,” said William Galston of the Brookings Institution. “People’s budgets have been hard-hit, and even if they have 20 percent co-pays from their insurance companies, that 20 percent may still be too much.”

The data are likely to play prominently in the political debate over U.S. government spending as President Barack Obama’s 2010 healthcare reform law approaches challenges from the Supreme Court and he fights for reelection in November.

The healthcare industry’s share of the U.S. economy was unchanged for the first time since 2006 at 17.9 percent as output from other sectors recovered from the downturn that ended in June 2009.

But even as recession-ravaged consumers avoided prescription drugs, hospitals, doctors and clinics in 2010, medical prices remained on an upward trajectory that slowed only marginally during the 2007-2009 recession.

It was not clear how consumers might have fared in 2011 as the recovery gathered pace and unemployment declined. But some analysts said the durability of healthcare prices and pent-up demand for services could suggest a sharp increase in costs down the road.

Federal spending for Medicare and Medicaid, which benefit the elderly and the poor, respectively, is also a key issue in partisan political wrangling in Congress over the mounting federal debt and deficit that is widely expected to gather momentum after the 2012 elections.

WHITE HOUSE CITES PREMIUM JUMP

The White House welcomed the report as evidence healthcare could be tamed but said it demonstrated the need for consumer protections set out in the Affordable Care Act health reform law, including a requirement that insurance companies justify large premium increases.

“In 2010, the net cost of health insurance – which includes the overhead and insurance company profits – increased by 8.4 percent. That’s more than twice the increase in the cost of health care,” deputy White House Chief of Staff Nancy-Ann DeParle said in an official blog posting.

Analysts also noted that insurance premiums grew faster than benefits for the first time in seven years.

The healthcare reform law, Obama’s signature domestic policy achievement, accounted for only 0.1 percent of the rise in spending in 2010. But much of the law is not scheduled to take effect until 2014, when it is expected to extend coverage to more than 30 million uninsured Americans by expanding Medicaid and setting up state-run health insurance exchanges.

The federal government’s $743 billion healthcare bill climbed to 29 percent of total spending, while other spending sources from businesses and households to state and local governments saw their shares of spending decline.

“The greater federal burden contributes more to the deficit, and so in early 2013 there will be even more pressure to cut back, specifically on Medicare, and the promises made to the uninsured through the Affordable Care Act,” said Joseph Antos of the conservative American Enterprise Institute.

Federal spending in dollar terms rose mainly as a result of the Obama administration’s efforts to help cash-strapped state governments by paying a greater share of Medicaid, which saw enrollment rise as 3.7 million people lost their private health insurance. The Medicaid assistance ended last July.

But the rate of spending growth slowed for both Medicaid and Medicare as Medicaid enrollment decelerated from recession levels and fewer senior citizens signed up for Medicare Advantage, which allows the elderly to purchase private insurance through Medicare.

Medicaid, which is jointly funded by federal and state governments, spent $401 billion, an increase of 7.2 percent. Medicare program costs grew 5 percent to $525 billion.

Prescription drugs, which accounted for 10 percent of healthcare spending, saw historically low growth due largely to the use of generic drugs, a drop in new product introductions and an increase in Medicaid prescription drug rebates.

Hospital services registered a fourth consecutive year of slower growth as consumers postponed medical care even at emergency rooms. Doctors and clinics also saw historically low spending growth, despite stable price increases, due to fewer visits and a less-severe flu season.

The IPF Summit 2011 was presented by the PFF in partnership with National Jewish Health and The France Foundation and endorsed by the American Thoracic Society. About Idiopathic Pulmonary Fibrosis

According to the National Institutes of Health, idiopathic pulmonary fibrosis (IPF) is a condition in which over a period of time the lung tissue becomes thickened, stiff, and scarred. The development of the scar tissue is called fibrosis. As the lung tissue becomes scarred and thicker, the lungs lose their ability to transfer oxygen into the bloodstream. As a result, the brain and other organs don’t receive the oxygen they need. In some cases, doctors can determine the cause of the fibrosis, but in most cases, there is not a known cause. When there is no known etiology for the fibrosis (and certain pathologic criteria are met) the disease is called idiopathic pulmonary fibrosis or IPF. IPF affects approximately 200,000 individuals in the US, and the annual mortality is estimated to be 40,000.  At present there are no FDA-approved medical therapies.
